They did this with a website. It cost them bandwidth and the time of some staffers, and nothing more. And most of that money is going to be eleigible for matching funds, as it came in small doantions (IIRC, anything over 150 dollars annot be federally matched). This is one area where Dean has innovated. Using the Internet to raise money is one way national Dems can begin to compete with the large corporate donations that fund the Republicans.
